Jim Counts

General Manager, Cloud Transformation & DevOps Practice

Jim Counts is a senior cloud and DevOps engineer with over 20 years of experience in software development, infrastructure architecture, and platform automation. He serves as General Manager of the Cloud & DevOps Practice at Solliance, where he leads the practice and oversees client delivery helping organizations modernize their cloud platforms, implement infrastructure-as-code and delivery pipelines, and build zero-trust architectures at scale.

Jim works closely with enterprise engineering teams to design and implement modern platform engineering and DevOps practices—enabling faster software delivery, improved reliability, and operational resilience. His expertise spans on-premises and cloud strategies across Azure, AWS, and Google Cloud, as well as hybrid networking and disaster recovery across complex enterprise environments. He also has extensive experience with infrastructure-as-code tools including Terraform, Bicep, and Pulumi.

Beginning his career as a full-stack developer, Jim brings a developer’s perspective to operational challenges, helping organizations bridge the gap between development and operations through automation, governance, and repeatable engineering practices. A frequent speaker at regional and international conferences, Jim has presented on DevOps governance, Azure security, and production hardening strategies for over a decade.

He holds a BA in Economics from Humboldt State University and an MS in Computer Science from California State University San Marcos.
